This is a Navy & White Polka Dot Patterned, Sheer Blouse. It’s a mesh material, that buttons up and has a drawstring to cinch at the waist. It loosely billows and falls around the hips and is comfortable to wear w/a cami underneath or on its own. I love to typically pair this with jeans and a jacket. The piece is in great condition.
