Sheer Polka Dot Tie Skirt

Bought from ModCloth, but never used. The tag is still on it. It’s 35 inches around with 17.5 inch ties on each side of the fabric. It’s about 37 inches long. It’s covered in polka dots and is sheer/see through. Could be used as a beach cover up, or maybe a sexy Halloween costume. The size is not marked, so I’m guessing it’s a Medium, but please look at the measurements.
