Short navy lace strapless formal dress

Short formal dress with silver sequins and with a band of beads/gems around the waist. The dress itself is navy blue and has lace over a solid layer, and there is another layer underneath that with tulle to give the skirt more volume. It is strapless but has rubber to keep the dress from falling down. Worn once or twice. Originally from JCP Penny I believe.
