Short polka dot Homecoming/Formal dress

This dress has only been worn twice. Jessica McClintock. Has "bones" in it like a corset, no bra needed. Under layer is a black tulle look with the top being a light blue silk fabric with black polka dots. Sweet heart neck line, strapless.
