Short summer casual dress

Beautiful vibrant green dress, never worn, still with tags. The size says 14, but it is some designer that styles dresses for TJ MAXX like style the runway or something and I don’t think it is a true 14. It’s pretty straight and to me seems more like an 8. Brand name is Taylor.
