The top of the skirt can be worn at the waist or at the upper hip. Sizing Guideline: Medium - Exact: 35"; Smallest 34"; Largest: 36" Care instructions: Hand wash cold Embellished or distressed items should be turned inside out Dry flat or line dry Virtually new: worn only once. Has a pin-head sized hole on one of the ruffles (please see photos), but that was there when I purchased it. No stains, scuffs, or noticeable signs of wear.
