Is this new, any flaws? Also, is this 26 inch length measurement from the collar/shoulder seam at its peak? Thanks!

@czubassharon92 this is not new, it is in great shape, looks hardly worn. When I remeasured the length it is actually 28" and that is from the base of the collar, so not including the collar
