devinclayton @samanthaz I typically don't use PP since its against PM policy but if someone asks and it will save the both of us a good amount of money I'll do it! If you're buying through PP you send the money to the sellers email address that they give you and then they'll ship you your items! It's kind of risky since most of the time PM won't cover any problems with these transactions so you kind of have to get feedback from the previous buyers about the seller you are buying from.

devinclayton @samanthaz they already do.. Some people have been "warned" and some have had their account deleted! Obviously they can't catch everyone but some people do get reported.
