Is this an actual winter coat insulated or just a wind breaker level?

@juliegotposh It is a softshell jacket, so warmer and thicker than a windbreaker. It does function similarly to a windbreaker that the wind doesn’t blow thru it, but also provides warmth. I would wear a heavier jacket if was really cold outside. The fabric stretches, so great for allowing movement.
