Strapless stretchy dress

Bought at a local boutique years ago and wore once to a party with a thin gold belt and got so many compliments. EUC. Color is kind of a deep jewel tone of purple and navy. Sort of plissé type fabric. Fabric content tag has been removed as well as size tag. But it’s a small/medium. Un stretched waist measurement is 11inches across but stretched can go up to 20inches. Chest is 13inches across unstretched but can go up to 18 inches.
