Strapless tie waist cocktail dress

Navy blue strapless cotton dress with thick, almost like a cummerbund waist that ties in a bow in the back. Fabric has small dots/holes, could be described as a very fine eyelet. Juniors size 13, fits women's size 12. Worn twice. In excellent condition
