Dorothy Schoelen for Strawberry Plant vintage black velvet ruffle hem midi skirt with pockets. Material is a silk/ rayon blend. Back zip closure & button at back. Marked size 5/6 but is more like a 0/ XXS of today--I was not able to fully zip on my size 4-6 dress form.  Approximate (unstretched) flat lay measurements:  Waist, across front: 11.5"  Hips, across front: 21" Length, waistband to hem down front: 28"  Condition: The inner tags are worn as shown in photos but skirt is in excellent pre-owned condition, gently used.
