Stunning vintage velvet dress with ruffle detail

Heavy black velvet with emerald green lining - green color shows through the velvet. Dress weighs about 2.5 pounds. Size is no longer readable but fit me well and I'm typically an 8/M. 43" long, 19" pit to pit, 17" at waist. Does not have stretch and no zipper/buttons. Bought new about 30 years ago at a boutique in Portland. Has a few stains in the lining (haven't had it dry cleaned, been in the back of a closet for years), and has some pulls in the fabric - see pictures.
