Hello!!! I apologize for my late response, I was having issues with my phone app 😕
The fabric is stretch and very forgiving. I will give you two measurements for each: one in the neutral position and the other stretched out. Also, the elastic can be worn at waist level or a bit higher just under bust.

Bust: 20”, stretched out is 24”
Waist (below the elastic): 20”, can stretch to 24”
Elastic: 17”, can stretch to 23”
