Swim cover or dress

This is an unusual piece (AND CUTE!). It’s made out of durable stretchy. Swimsuit type fabric. Stretchy. Many tiered layers, so it’s fairly heavy and all the layers also make it not need a lining although the very top inside is doubled. The thin straps are pretty free and long, so believe you can keep them as is tied at the little gold loop on the back after adjustment, or they look long enough if you want to cross them over in the back. I’m not sure if this is a swim cover, or an adorable summer dress for pool parties, beach bars/restaurants, etc. SUPER CUTE however you use it! TPL
