@abbylop7676 hi! Thank you for your inquiry. Shoulder seam to shoulder seam is 15”, bust is 18” across, outer sleeve is 24”. I do think this jacket could accommodate a 34B bust if your frame is a size 4. It’s medium thickness. The wool is light and breathable. It would be comfortable even in the low 70 degrees. I can ship as soon as tomorrow.
