Pretty blouse by INC International Concepts. This is a sheer light weight blouse. It is a black with white polka dots. The front has a deep V-neckline. The V-neck has rows of ruffles that come down to the front. It buttons up the front with loops and black buttons. The sleeves are short and are a cap sleeve. This is a really nice blouse.
