Pretty top/blouse by INC International Concepts. This is a blue and white top. The outer sheer top is a overall design with appliques of white flowers. The bottom is gathered with a tie on both sides in the front. The back hangs straight down. There is an attached blue tank top underneath that hand out in the front below the gathering.
