Sorry not this one, it actually does fall on the waist and fans out just above the hips.
If you look closely you can see the neckline looks rather long but it just covers the wntire neck and the lace hits right up on the bust then goes to the waist. The bottom expands just unserneath the waist, above hips. Should note, height 5’ 9.”
