This is a vintage costume jewelry piece with a layer of gold on top.

The band is stamped with a “14K GE” and a symbol which looks kind of like an arrow through a heart. It is two toned; the prongs are silver-tone, and the rest is the electroplated gold, with a gem in the middle (perhaps a cubic zirconia?).
