This is not a dress but a crop top and a long pencil skirt together.

I never wore this before but the crop top is long enough to pull down to the pencil skirt. There is no structure to it really, but I think if you pair it with a blazer would be work appropriate. Suitable for size 8. This is a brand out of Toronto
