Super cute skirt by Tiare Hawaii. Smocked upper portion. Buttons with fabric loop closure. Red with floral print. Tassel tie. You can wear this as a maxi skirt or pull it up and have about a knee-length dress. There are a couple of spots & I think someone has restitched this (see pics).
