Tie Tack With Eagle With What Looks Like Another Bird With Arrows Coming Out

In most cases, I can drop a picture on Google Lens and find out what it is. This stumped even Google. Oh, it's obviously a tie tack. It's the decoration that's a mystery. I can tell that there's an eagle on top of the decoration. With the wings extended like that, it's obvious. It's the image below that which confuses me. It looks like a bird or possibly an air plane. There's 4 arrows come out of it pointing to the 4 corners. I'm sure this means something to somebody, but I haven't been able to figure it out.
