Tie dye summer dress, crocheted top from Indonesia

This is a super cute summer dress with a crocheted top and tie dyed bottom. Made with 100% rayon from Indonesia. It ties around the neck like a bikini. The top part is stretchy. I’m not what size it is, it’s not showing a tag so please ask any questions before purchasing. The waist is : 20” unstretched and about 28” by 29”. The busy is about 12” across. And about 33” in length. I’m guessing this is for a very petite woman, or it’s for a girl size 10 or 12? It’s in great condition with minimal signs of wear and tear.
