Tiffany Style Pulled Feather/ Peacock Vase

I do not know the maker of this vase. There are a few glass makers who make this style. It appears hand blown with a pontil on the bottom. Looks kind of like 4 pontils. At first it doesn't look like glass however you can tell by the bottom that it is cobalt blue. The top is beautiful. Zoom in.
