Turquoise midi dress

Striking blue midi dress with top tier! Material has some stretch to it. Bottom portion fits closer to body and hits at knee, top layer hits at high waist and is meant to be a bit looser. Cute dress, worn once; purchased from Francesca’s, but is different brand.
