Unbranded Black Vintage 50's Style Tulle Tutu w/ Lining

Tried on once; bought for a Halloween costume but decided it didn't match the look. Tag says 100% tulle. There are 2 inner linings (1 black and 1 white); guessing they they are made of polyester. Waist - 10" laid flat, stretches to approx. 20" For reference: I am 5' and the skirt goes down to the knee area on me. I found the waist band is fairly comfortable. Care - Machine wash warm
