Unknown Blue, White & Black Tassel Sweater w/Fluff

This sweater’s tag was cut off so I don’t know who made it. I do know that it’s FABULOUS. it’s got a zig-zag pattern that almost reminds you of mountain peaks. It’s got a fluff on top of the zig-zag lines all the way across. Across the body and also on the sleeves there’s black tassels that hang. Slight bit of discoloration around the neck visible in photos but I’m sure that would be a easy to remove. I didn’t want to injure the fabric. A dry cleaner would be able to help for sure.
