Unusual top ... Scarf too

Thin silky material probably cotton, doesn't feel like polyester; the elbows are cut out, actually right below the elbows so it's like a cool party top to wear with skinny jeans I would think,, impulse buy for me but didn't fit right. On the right woman ( a bit less busty) this would be a showstopper top.
