Is the outside water resistant? What's the length from shoulder to bottom?

@artemisil hi there! the length from the seam on top of the shoulder is about 35 inches to the bottom of the coat. waterproof, I do not think so. I poured water on it and it beaded off but then it stayed in the seam. Thanks for asking.
