VINTAGE Navy Blue Cheongsam from China

My mother bought this in the 1990s when we were living in Japan! Navy blue with white/pink and white/orange chrysanthemums. Side zipper to arm pit then snaps up the chest to the collar. Has a 40 tag which could indicate a size? But measurements are included below. No materials tag, but definitely silly material. I’m not an expert, but I think it feels nice.
