This is a vintage, cream/off-white muffler, or scarf, by Cisco. It has a very light, almost indiscernible pattern/weave. No holes, tears or stains, a bit yellowed from time, and wrinkled from being folded for ages. A solid dry cleaning could restore. Looking through ads, I would guess this muffler dates to the mid-1950s/mid-60s, after which time, the fringe started getting longer. Just my guess, though.
