VTG The Limited Drew Fit Black Pin Stripped Trousers 4

In Good Vintage Condition I believe these are low rise Made in August 2004 Has a weird spot on one the legs which I pictured. It doesn't look as bad in person. The material has a sparkle to it. Also noted is there was a dry clean tag from 2005 on the pants which I removed. They do not need to be dry cleaned so I am wondering if that may be the cause of the weird spot.
