Velvet swimsuit top-NWOT

Purchased from a Hawaiian shop, fell in love with it but when I tried it on, it doesn't fit me. Size small but to me it feels like an extra small in the band. Extremely soft Marygold velvet color, can also be worn slouched down past shoulders. Can wear as a bra under see through top too! Fully lined- no padding. So cute, so sad it doesn't fit me.
