Very J Scallop Skirt & Nasty Gal Blouse Set ISO

I’m in search of this super cute 70s inspired scallop skirt by Very J & Nasty Gal Blouse set. It’s the started from the bottom navy scallop skirt by Very J and bell sleeve floral navy and red shirt by Nasty Gal (not sure the name). I’m looking for a 13.25” waist and a shirt with a 16” chest. Not sure what size that would make the skirt or shirt. :) (maybe smalls?) Thanks!
