Victorian-esque polka dot blouse

Such a beautiful item! I love the high neck and texture of it as it’s very reminiscent of Victorian-era clothing (picture it with a black maxi skirt and some boots!) Unfortunately the neck is now too big for me now so I’d love to see it go to a home that will enjoy it. These are a few minor snags throughout the blouse, with some longer ones, but they are not immediately noticeable (see pictures closely). There is also a cosmetic stain in the front (see picture) which may come off, I just haven’t tried myself. The material is double-lined on the chest and torso but the upper neck material is more sheer.
