This is a little hinged porcelain container, made by Villeroy & Boch, Mettlach Germany. It's the figure of a man, possibly a toymaker or maybe an elf, smoking a pipe. Under his arm, he has a train and on his back is the rest of the train, a teddy bear in a wagon (or bed) and a gold bell. The entire piece is hand-painted.
The little trinket box opens at the waist and inside is room for something small--like a piece of jewelry or a few pieces of candy. So, you could use this as a Christmas decoration or as a special gift box.
Condition: The base is marked Villeroy & Boch 1748 (the year Boch and sons set up the company). There is no box. No cracks or repairs. The only flaw I see is a little white spot in the orange of his hat. Looks like the paint or glaze flaked off in that one spot. Overall, though, this is really in nice condition!
