White textured fabric ring with matching veil netting with open circle dot accents of velvet. Underside shows some rust stains, there is a piece of wire that helps shape the hat form, it is a bit rusty and has bled through a bit. One area with stain on the fabric. Some of the open circle dots are bent. Netting is a bit wrinkled, has very minimal broken areas. Rust and stain do not show when wearing the hat, as they are all on the underside.
