Vintage 1970s Green Velvet Maxi Skirt, Floral Panels, Victor Costa Neiman Marcus

Green velvet cottagecore skirt from the 70s with floral illustration panels. It zips up the back and there are 2 inseam pockets. There are buttons on the inside of the waistband so I'm wondering if it used to have another part that attached. Brand - The only label is from Neiman Marcus but the content tag has a RN number that identifies it as a Victor Costa Content - 100% Cotton Size - Labeled Size 10 but approximately a modern XXS/XS so please check all measurements to ensure fit Waist - 12" across Hips - approximately 22" across Length - 40" Condition - I found one light spot on the back There are 4 marks on the waist band from being on a hanger for many years. I am not exactly sure if this is something that can be reversed or not.
