Vintage 1970s Rust Velour Sleeveless Dress, Size Small, Jumper

Fuzzy brown sleeveless dress that could also be worn as a jumper with a blouse underneath. It buttons up the back and there is an attached wrap around tie belt.  Brand - Unknown, no brand label Content - I'm not exactly sure what to call this fabric. I think it velour but it's not stretchy so maybe there is another name for it.  Size - approximately a modern Small but please check all measurements to ensure fit Shoulders - 14" across Chest - 18.5" pit to pit Waist - 13.75" across Hips - approximately 22.5" across Length - 32", 15.5" bodice Condition - I don't see any holes or stains but it's possible it was shortened.
