Vintage 1990’s - Y2K floral T shirt / dress

Vintage Blair brand T shirt / dress / beach coverup. No size listed but the measurements are in the photo. EXCELLENT vintage, mint condition and no flaws to note. Brick red with flowers along the bottom. No materials tag, but it feels like cotton to me. I’d say it’s a L / XL T shirt but would be very cute worn as a dress (maybe belted) on a shorter person! Based on the tag I think it’s late 1990’s - early 2000’s!
