Vintage 70s Wedding dress, small?

I believe this is home-made. In good condition. Some ends of the lace appliques are not as sewn down as they should be here and there and can be tacked down or not. It bustles. See pics. Measurements were taken while garment was flat: Pit to pit is 15.5 inches Waist is 13.5 inches Train: from shoulder to bottom hem is 98 inches. Front: from shoulder to bottom hem is 54 inches
