Vintage 80s? Handmade velvet formal, size 2 /4?

This is handmade. In decent condition but some of the handmade beading is missing there and there. My best guess is that this was made in the 80s due to the feel of the velvet and the polyester on the built in bra. Straps are not adjustable. Small train Measurements were taken while garment was flat: Waist is 14 inches (flat) Hips are 18 inches 14.5 inches from pit to pit. One area in the bottom side where the velvet has formed a circle pattern. not sure why. see pics
