Vintage 80’s navy and white midi dress petite 10

I have a vintage dress buying problem- I buy a ton and then never wear them so I’m clearing some out This dress is in like new condition. Navy and white rayon material? (No fabric tag). Button up and elastic waist, so a little forgiving. Has belt loops but no belt, so you could either cut them off or wear your own. Pleated mid length skirt. Shoulder pads, but you could also take them out of you don’t like the look.
