Vintage 80’s or 90’s Kasper smocked waist blouson top longer dress 3/4 sleeve

Super cool 80’s funky print poly dress! Smocked drop waist that is very adjustable…can be worn higher or lower in the hips. PLEASE NOTE SMALL TEAR NEAR HEM. It would be great to just hem it to above that area…but it is small enough and incongruous enough to just mend. Dimensions are: 21” pit to pit (note it’s very blousy and oversized), smocked area is 13” (stretches significantly…my hips are 40” and that is no problem), total length shoulder to hem 49”. My vision was to hem this into a miniskirt, but the smocking really didn’t work with my hippy body in terms of flattering (it fit fine I’m an 8).
