Vintage 90s Black Pleated Maxi or Midi Skirt

The skirt has some pleating. The skirt appears longer on me because I’m 5”0’. I would love to keep this but the waist simply doesn’t fit me; it hangs too low on my hips (seen pin and lifted in photos). Please refer to measurements below!! Brand is Kate McNaughton petite, labelled a women’s size 4. Outside material is 50% polyester and 50% acetate. Interior lining is 100% polyester. Measurements: Waist: 12.5”-13.75” taut Hips: 16.5” Length: 23” Model measurements: 5”0’ tall 25.5” to 26” waist
