Vintage 90s Dr Seuss short sleeve blouse shirt

Colors: Black, White, and Red (Cat and The Hat) - Item is brand new, with tags [VTG, 1997] - Blouse has very light brown dots on back of each shoulder; aprrox. 3-> (one side, circled + shown above). Not really visible if u don’t know. - Size says Lrg (possibly a Junior's L; fits like a women's Medium) - Measurements: Pit to pit, laying flat: 19"; Top of shoulder to btm: 23" (w/out collar)
