Vintage Courtenay Skirt sz S or M?

Vintage skirt that is nice pattern and shape but could use some TLC. No legible size or fabric description. Measures about 14.5 inches flat at waist.about 19 at waist. 18 inches long. The shell is generally ok, couple of loose threads and pils but lining is ragged...perhaps can be removed or trimmed see photos.
