This is a size 1 Only worn a few times in the 90’s my waist was never quite small enough! The waist laying flat is 12.5, So this is for 25 inch waist or smaller. The bottom of skirt more roomy at approximately 17.5 laying flat. Length is 17.5 from top to bottom.
