I've been unable to find any sort of name or signature to identify any artist or region where this pitcher was made. However, I can identify that it's handmade and hand painted.
Handmade pottery often has some type of imperfection. As seen in the pictures, this pitcher doesn't sit flat. The bottom is a bit rounded. It doesn't sit flat and has a habit of tipping over. As such, I would no suggest that it be used as an actual pitcher. The inside is rough and unfinished anyway, again as is normal in handmade pottery, so it wouldn't be a good pitcher anyway. If going to be used as a vase, it needs to be braced by something, or put outside on the grass.
The hand painting is also obvious from the picture. It uses the "splashed" style of decoration. This is normally used in only one area of the world, however I can't verify that. If you have the ability to get a chemical analysis of the ink, you could verify that by determining what the ink is made of.
